Overview

The Department of Public Administration offers a National Diploma (ND) programme designed to train competent professionals in public sector and community management. The programme provides in-depth knowledge of governance, organizational management, public finance, human resources, policy analysis, project management, and community development.

The Department equips students with the skills to plan, implement, and evaluate public programmes, manage public resources efficiently, and lead teams effectively. Students gain practical experience through classroom instruction, case studies, projects, and a supervised industrial attachment under the Student Industrial Work Experience Scheme (SIWES), ensuring they are prepared for roles in government agencies, non-profit organizations, and private sector administration.

Graduates are trained to navigate complex administrative environments, evaluate policies and programmes, and contribute positively to ethical and transparent public service.

Objectives

The ND programme in Public Administration aims to produce graduates who can:

  1. Apply the theories and practice of public administration in diverse organizational settings.

  2. Analyze the operations of government machinery and intergovernmental relations.

  3. Manage public enterprises, local government structures, and small administrative units effectively.

  4. Identify management problems, analyze them, and design strategies to solve organizational challenges.

  5. Apply financial management principles to public and private sector operations.

  6. Mobilize and coordinate small community development projects and programmes.

  7. Establish and manage small-scale businesses profitably.

  8. Apply basic principles of law and ethics in official relationships and transactions.

  9. Utilize computing and data processing skills in administration and information management.

  10. Prepare graduates capable of evaluating public programmes, policies, and projects to add value to society.

History

The Department of Public Administration was established in September 2023 under the School of Management and Financial Studies. Its creation was in response to the increasing demand for skilled public sector personnel capable of managing government operations and community development initiatives effectively.

Since its inception, the Department has adhered to National Board for Technical Education (NBTE) standards, combining theoretical knowledge with practical exposure to ensure graduates are industry-ready and professionally competent. Despite being a relatively young department, it has quickly positioned itself as a centre for quality public administration training within the Institute.

Accreditation

The ND programme in Public Administration is fully designed in accordance with NBTE minimum standards and requires accreditation before the award of the diploma certificate.

Key accreditation features include:

  • NBTE-approved curriculum consisting of General Studies, Foundation Courses, Professional Courses, and SIWES.

  • Supervised Industrial Work Experience Scheme (SIWES) for practical exposure to public and private sector administrative functions.

  • Final-year project to assess students’ ability to apply theory to real-world administrative challenges.

  • Qualified academic staff with expertise in public administration, governance, and management.

  • Compliance with NBTE guidelines on credit units, grading, examinations, and graduation requirements, ensuring national recognition of the diploma.

Graduates are awarded the National Diploma (ND) in Public Administration, classified according to GPA:

  • Distinction: 3.50 and above

  • Upper Credit: 3.00 – 3.49

  • Lower Credit: 2.50 – 2.99

  • Pass: 2.00 – 2.49

The Department maintains continuous quality assurance, curriculum review, and alignment with NBTE regulations to ensure its graduates are ethical, competent, and ready to contribute to public service.
